13th Amendment

Academic Question: "The United States incarcerates more people than any country in the world, including the far more populous nation of China."1 Based on the 13th Amendment of the United States Constitution are those convicted of crimes in the U.S.A. now considered slaves of their respective state or the United States federal government? Does the free labor of those incarcerated for state and federal governmental work equate to the 20th/21st century rendition of slavery?
